Stability is a system condition involving load, radius, boom, support base, ground and vehicle. Outriggers do not make every ground condition safe and they do not increase capacity beyond the approved chart.
Procurement should collect representative site conditions so the selected crane, outrigger arrangement and support equipment are compatible with the intended work.

Decision: The illustrative average pressure is 240 kPa. A planner must still address load distribution, pad stiffness, soil variability, voids and the applicable design method.
